Since there is a conjunction in there this appears to be one aspect of the law. If it is worded anything like this, it means your kids can't play in the front yard with toy guns because they would be intentionally displaying said guns.

I think it just boils down to a slippery slope argument and the fact that if kids are kept away from even toy guns it will help build a fear of them later which will help the anti constitutionalists in the long run.

You missed the rest of the sentence where it says "in a threatening manner". According to what I read on that post displaying it is fine as long as it's not in a threating manner.
