Senate Majority Leader Bill Frist, R-Tenn., called McCaskill's comments "totally unconscionable" and asserted that she was denigrating the efforts of healthcare workers, law enforcement and the National Guard during the hurricane.  McCaskill, a Democrat, is challenging U.S. Sen. Jim Talent, R-Mo., in November. McCaskill's spokeswoman Adrianne Marsh said her comment was referring to "what many people felt about the tragedy of the response to Katrina." "Claire believes the response was gross incompetence that turned tragic because so many people in New Orleans did not have the resources to help themselves," Marsh added.
