Wait, you mean to tell me that Latin America has a grudge against us for destroying their elected governments and estabilshing our own puppet regimes the past couple decades? Crazy. Now they want diversify their state-owned energy market strategy? Those jerks. Think how they'll profit! What a bunch of losers!
