I would say a European issue. They invite these immigrants in with little or no hope of employment. Cloyster them away in ghettos, and segregate them from their society...and then wonder what went wrong!

Many convert for the opposite reason. Because that identify Islam as a religion of peace and understanding.

According to the AP today, this guy described himself as a Palestinian who was born in America. There was no "conversion", if you believe AP's take.

I'm a Scot that was born in St. Louis, but I didn't feel the need to take up arms against the British!

Well, not all Palestinians are Muslim. There are quite a few Christian (generally Orthodox Christian) Palestinians. But, I believe that is not the case with this guy... I think his family was Muslim from the get-go, so chances are he was raised as a Muslim as well. Not sure if he only "accepted" the faith recently. I guess we'll learn that later on as the media pores over this.

As I've heard more about this guy I am torn between him maybe having some mental health issues and him being a radical Muslim. Perhaps it's a combo of the two?

Yeah, its hard to say. Some non-muslims go postal, no way to tell if this guy wouldn't have gone postal without whatever influence radical-islam had on him. At the very least he decided dressing up his mass murder in islamic rhetoric was a good idea. At the other end, it was purely driven by radical-islam. Somewhere in between I'd guess.
