Why couldn't we make this so a US company can benefit for the research and grow? I agree with AZ, what the hell did we have this stimulous for cus so far it isn't doing a damn thing and now we are wasting more money. At least we know where this 2 Bil is going. We can not afford Brazil defualting. Why take the risk?

As noted in my response earlier, we DO. But the particular agency that made the LOAN to Brazil doesn't do domestic loans. However, aside from the loan interest, it does help with negotiations in other areas. Again, this is a loan. I wouldn't be so quick to defend the $2B if it had been a grant.
And the risk of default is rather low. The Economy of Brazil is growing due to the natural resources available for export.
I would rather make a $2B LOAN to a foreign nation, than give multiple $$Billions to domestic companies that have run themselves into the ground.

All well and good, back to my original point how ever, this goes against the administrations energy policy and reasoning against off shore drilling. Why can't we drill off our shores?
