That's as clear as mud. The phrase had meaning for the 13 colonies, but I don't see the significance of it today. We are not ruled by outsiders. We have a democratic form of government, flawed as it is.

If you're upset about government spending, work to put people into office who will spend less. This system we have is not going to go away just because a bunch of people complain on political forums.
