Why did he give up his position?

Through no fault of his own.

He had to obey the Republican ethics rules that requires him so step down when he was indicted . He is still innocent until proven guilty.

When he is cleared of movie star Prosecutor Ronnie Earl's politically motivated charges he will return.

Of course he is still serving as a Congressman representing Texas.
