No papers are needed for the 37mm just do not shoot 12 guage through them or less lethal rounds like rubber pellet grenades.
37mm : Spikes Tactical
You can not get CS gas anyone without a LEO dept order. I ordered 50 in bulk when it was easy. So the only thing you will find is smoke and flare grenades. You can make your own rounds as well with black powder.
