Unless they changes things very recently, every 870 I have ever handled said Ilion, NY on the barrel.

You simply cannot go wrong with the 870 Remington...they're very good shotguns.

If it was me, and I wanted a 28" barrel, I'd get an 835. That way you can shoot up to 3 &1/2" shells.
My 590A1 has a 20" barrel....not sure if they come longer than that or not, but yeah, if I wanted a 28" barrel, I would DEFINITELY go for the 835

Looks

Look pretty similar except that the 835 is 3.5". I don't know if I would ever need that or not.

Are there any downsides t 2 3/4" and 3" out of a 3.5" ?

Ithaca. I still have my Model 37 that I bought in 1977 and have never had a malfunction. True, it only shoots 2 3/4", but that's fine. Being lefty, I like the fact that it extracts/feeds from the bottom. Mine holds 7+1.

I own a Mossberg 590 I would have to agree that the 870 would be an excellent choice. Metal parts, better safety position, better releast position.

I have an Ithaca that my grandfather bought for my dad to hunt with, and last year my dad gave it to me to hunt with. It has never been reconditioned or anything, and it still looks good and functions great. The guys I shoot trap with have a savage, and a Remmington 870 express and they both fail more then my Ithaca does. My Ithaca is older then I am and it is a great gun. I have recently replaced it for hunting with a Benelli though. Seeing that Ithaca getting banged up in the boat during duck season was breaking my heart.
