As far as H&K MP5 and UMP semi-autos that are civilian-legal, the only company I've seen that makes them is Vector Arms.
Link here --> http://www.vectorarms.com - click "HK Style Rifles" in the top-left, then select caliber. Vector doesn't actually call them MP5's or UMP's, but they're basically the same only in semi-auto as far as I can tell. The price is a bit steep, in the $1000-1600 range, but maybe they're worth the cost. Are there any other manufacturers that make H&K MP5/UMP style rifles for civilian use? |

The Vector/Special Weapons/Coharie/Bobcat Mp5 clones are all hit and miss. I've shot some that are a dream, and I've shot some that seem to jam every time. My experience with them hasn't been the best. However, they do have a solid warranty on them. But then that begs the question of how many failures is the number before you send it back for warranty repair? If I remember correctly, Vector was the best of the clones.
In my opinion, I wouldn't throw $1000+ at any of the clones, and I also wouldn't spend $3900 or so on an actual HK94 or SP89. On the flip side of the coin, you have the USC. Essentially, you can find those for $1200 or so if you stay patient. And you've got a pretty solid little carbine. However, you've got a neutered SMG with a 10 roung mag capacity, a non folding stock, and a long barrel. To remedy even one of those problems, it's going to be expensive. The cheapest is that you can cut down the barrel, but then you're probably looking at $300 after the NFA taxes. The mag conversion costs you a lower, and some machining to the receiver, which will probably run about $400. And then mags are $50+ each. You see where this is going... do you want to pay $3000 for an UMP clone? I just started looking at doing a G36 build from an SL8, and I got depressed at how difficult everything was. HKs are awesome, but I'm not about to drop $1500 on an SL8, and then have it chopped up and glued back together for an additional $1500 or so. Then you've got an expensive clone that still isn't like the original G36... Just not worth it, IMO. But there may be good news. Top Notch parts is producing UMP receivers, so you may be able to build an UMP clone for much, much less than the USC conversion. And you get to use all HK parts since it's not imported. But hey... now that means we're dealing with an UMP clone much like the MP5 clones above.
