Thats not a problem, just don't want to deal with it if its unnecessary. I assume the ATF would answer this question if I asked them. And what the heck does bequest or interstate succession mean?

A FTF transaction can be done with residents of the same state without a FFL. If the persons reside in different states a FFL must be used to keep it legal.
