I'd get a Savage. Most accurate out of the box. And after you shoot the barrel out (wouldn't that be grand), you can put a new one on yourself in about 15 minutes. Or you can but several barrels and rotate. You use the same headspace gauges for 243, 6.5-08, 7mm-08, 308, etc. A new Pac-Nor supermatch barrel will set you back about $350. I wouldn't get a muzzle break, unless you just want to deafen everyone around you.

I don't have any experience with building a bolt rifle, but I wanted to add that the new Hogue stocks I saw at SHOT looked awesome! You can select steel or aluminum bedding, and they are free-float, rubber overmolded stocks. I'm not sure about the price point though.

I'm waiting on a scope to finish my long distance M14 project. It won't ber anywhere near aws accurate as a bolt action, but I'm sure I won't have a problem with man-sized targets at 500-600 yards.

The only thing I know for sure is that the .308 game is an expensive one to play!

SAMCO of New York Also sells Mauser Actions, you might consider that. Custom Mausers just have that solid old school appeal.

If price is a factor check out HOWA. I trained with the japan national long gun team for a while and that is the maker of their sniper rifle. Nice MOA rifle. Cheap also.

In my opinion its the best shooting, for the money rifle on the market. Better then Remington, Browning, or Savage. I've shot them all including many custom purpose built sniper rifles and for the money Howa is the tops.

I've purchased a Howa 7mm-08 mountain rifle, and a 25-06 in the last year. Great hunting rifles. Shot my mule deer at 423 yards with the 25-06. Won't hold a candle to my Savages off the bench though. IMHO.
