Under $200 is a hard price to beat; under $300, and you should be able to find a Ruger Bearcat used...

Good luck finding a reliable .22 wmr revolver under $200 new.

Yeah, you're gonna have to spend a little more.
The Taurus 941 has been mentioned, good choice.
I also like the Single Six from Ruger, you can swap out cylinders and have either a .22 LR or a .22 WMR.

They aren't that good. I used to have a Heritage. I root for the smaller companies, and I wanted the Heritage to be good, but it just stunk.
I'd really suggest you get a .22 LR, cheaper to shoot and more fun plinking.
