I'll ask the news director at the local radio station I know if she could find out for me. Good question though. I just assumed that the fact it is being reported as such, and the note at the end of the article about the BATFE being involved pretty much made it an open and shut case of < 18"...

Could have been done without approval. The Bafte were brought it(from the article) was to help with the alcohol related inter-state commerce clause of the law they charged him under
