I should have mentioned it on my first post. I am not an owner of a xd yet...... but with the upcoming check from the govt. I will be adding a new employee (xd 40 sub-compact) to my own department of "homeland security". I currently own a Glock 17, which may be traded in, still have not decided though.

Correction, you CAN open carry, on foot. It requires no license in PA. You just can't get a License to Carry Firearms (to carry concealed, in a vehicle, during declared emergencies, etc) until you turn 21.

EDIT: Just have to be 18 to open carry/own a handgun.
