Loose barrel question

I own a 40 SCXD. When I pull the slide back and lock it, the barrel is wobbly and loose. Is that normal?

When the slide is released the barrel does not move when I push on it at the nozzle tip.

Yep

Yes, totally, the barrel has to be able to move like that. I guess I don't totally know why, but it does.

It's normal. When the slide is back, the barrel is not under tension, hence the movement. Enjoy your XD!
