Ordering AR parts
What AR parts need to be shipped to an FFL? I see even stripped lower receivers do, but what about complete uppers?

Only lower receivers, complete or stripped, need an FFL to handle the transfer. Uppers, complete or stripped, can be sent directly to you as a general rule. Discalimer: I am not completely up on any weird restrictions that exist in the more communist states.

I think even in CA you can get a complete upper sent to you, providing it doesn't have a bayonet lug, and their is something to do with the flash hider. The operative word here is "think" I'm not completely certain, but at the last gunshow I was at folks were simply dropping the cash on the table and walking away with complete uppers.

Only the serial numbered receiver needs to be shipped to an FFL. Whether it be totally stripped (only the receiver), or part of a complete lower assembly, or part of a complete rifle, whatever contains the actual receiver (w/ serial number) needs the FFL.
You can have a complete upper sent directly to you. You can have a lower parts kit AND complete upper sent to you. no problem. It's all about the serial numbered receiver. That's what makes it an official firearm I guess.
