There is a waiting period if you do not have a CCL, I think it is 3 days. I think Trinity is north of Tampa in Pasco County.

He is over 21, not a felon. I think he's looking to get a concealed carry permit. Is there a waiting period when a handgun is purchased? Do you know where Trinity is?

As long as he is over 21 and is not a convicted felon, it is legal for him to own a firearm.
There is no open carry in Florida and concealed carry is allowed only with a state permit, or with a permit from a state with a reciprocal permit agreement with Florida.
Without a permit, he may carry a handgun in his vehicle as long as it is securely encased. I hope this helps.
