+P is overpressure
basically more pressure = faster bullet.

The .38ACP was a very weak and poor performing round. The original firearms chambered in .38ACP couldn't handle .38ACP +P loads so they created the .38 "super".

You don't have to lower it that far. Just lower it enough to get less penetration and the whole point is being able to shoot multiple levels out of one gun.

For example 10mm. I don't shoot 38 super so I'm just using it as an example. If I load it to the lower specs it's still more powerful than .40 (it's cut down little brother) but doesn't have the overpenetration of hot 10mm. if I go to the highest specs it's an excellent hunting round for deer, wild boar, etc. If I load it it to the mid range it's great target stuff. I can do this being practiced on the same gun with just changing magazines loaded with each level of powder.

You can load .38 super to get the same fps (or higher or lower) than the top 9mm loads and be using a heavier 160gr .38 super instead of the 150gr 9mm.

I know you have already said you are afraid to carry handloads, but this is the main reason for doing it that way. It'a absolutely easier for some to buy multiple handguns and ammo calibers, but it's also easier for some to use the same caliber handguns and reload one caliber.
