Lightbulb Traffic stop scenario

Day/time: 3:00 pm Tuesday dayshift, clear and sunny weather
Area: urban/semi-urban area, light to moderate vehicle traffic, light pedestrian traffic. light to moderate crime reputation of area, mostly vehicle theft, burglary, robbery.

You are a one-man unit and your nearest cover is 5-10 mins away.

Scenario: You're sitting in your patrol car at an intersection and see a car blow the stop sign completely. You start a traffic stop for the violation. as you walk up,you observe three occupants: the driver, front passenger, and rear passenger. Before you clear the trunk area on your way to contact the driver you see the rear passenger's arm in a tucking motion going up then down. The suspect car's engine is STILL running.

These are not your run-of-the-mill tourists or business type commuters.
Dispatch tells you the vehicle records comes back clear and valid.
Take it from there. please include different factors, ie if you have/do not have a taser, if your car is equipped with video camera, etc. Answer from YOUR specific duty setup.

This thread is just for info and training purposes. Want to know if anyone would do it different.

Good... (stepping back) "Driver turn off the car, passenger, keep your hands were I can see them." (Driver, turns off car) pass#3 still not complying. (while hand on my weapon, not unholstered). "Everyone get their hands up". (Radio dispatch for second car). (I see everyone's hands are up and approach Driver). "Don't be movin' around guys. What's your buddy moving around so much for." Second cars arrives and find pass#3 stuffin' weed down pants.... taser is not considered since pass#3 is in back seat of vehicle. I don't care to mention camera, if it goes bad, they won't care about the camera.

Pretty "routine" traffic stop around my area actually, not sure why you are looking for so many details on something that is pretty common. I don't want to get into tactics or training on an open board for obvious reasons, but the "brief" way I deal with stops like this is as follows:

Scenerio 1: I see guy reaching and I say "Hey, show me your hands". Usually he does, then have conversation with the car, tell them all to keep their hands visible. Evaluate if the guy reaching was really up to something or just dumb. If "real" badguys, then I will keep them all in sight with me next to their car and wait for my back-up, or if it was honest stupidty then I will just continue business as usual and treat it like any other stop.

Scenerio 2: I see guy reaching and I say "Hey, show me your hands". NOW let's say he doesn't. Then it's "Yeah, you, idiot, I said show me your hands" with my hand going towards gun. Still doesn't show hands, gun gets drawn and he gets "You, you stupid m*****f***er, show me your Godd****ed hands NOW or your buddy will be cleaning your brains from the leather, got it!". Now assume he finally shows hands. At that point I would "hold" the occupants with my gun at low ready, tell the driver to toss the keys out the window, tell my back-up to step it up, then pull everyone from the car when back-up arrives and go from there. Pretty simple.

Just finish the stop. Kid could have to scratch his nuts or something, never know. If you really think it's dangerous, just bull**** with the driver a while, make him your friends, tell him you aren't going to write him anything. Wait for backup. The best part about our job is that we are paid to be actors as well. If you "what if" everything to death, you'd be pulling your gun on everyone.

Here is my take on it. I think my view will be a bit different given I am still relatively new. My year anniversary will be this Dec.23.

Keeping good possisioning on the car, obtain everybody's IDs, let them keep the car running, no reason not to at this point. If I get the hinky feeling, then I'd ask them to shut it down. Then take their IDs back to my car and have dispatch start a car my way while I am waiting on their IDs to return. If everything comes back Code 4, write my citation, and go back to the car. I'd have the driver step out and walk back to my car with me, cite him, or not, tell him he is free to go, and can I take a look in your car. From there back up should already be on scene...

If you are alone, outnumbered and uneasy with the situation then stabilize and back off until backup arrives. One of the most common mistakes is pushing the situation, do not expose yourself to extra risk when you can back off, contain and get backup.
