Why don't you invest in a pump action pellet pistol or rifle and go "non leathal/low power" hunting, sooner or later the dogs will begin to understand your negative reinforcement.
If they turn on you, you have just become an person in imminent danger, allowing you to dispatch them once and for all.
Don't let the meat go to waste either, I heard if you cook them slowly in a smoker they taste just like chicken

I live in what is still a very agricultural area in Cali, and farm owners here have every right to shoot dogs that are hassling livestock. In fact, there are documented cases here where a rancher has shot someones dog, then had the owners fined for not keeping the dog under control. In the rural areas there are posted warning signs to that effect.
Now, you can't tell me that Texas is going to be more liberal than Cali in these matters....But I would still approach the owners and speak with them before you go dog hunting.

low power
I like the low power BB/slingshot recommendation! It has worked well for me on squirrels in the attic and the hordes of neighborhood deer that "harass" my invisible fenced-in German shepherd (and **** in my yard - as if I need more). A little negative reinforcement goes a long way.

no matter what happens, please keep us all posted on your adventures.

What about animal control? Do they have animal control in your area? If your neighbor has that many dogs he probably won't notice 3 or 5 or 10 missing. If he doesn't claim them or someone adopts them in a week or whatever it is they put the animals to sleep for you. At this point you would have done nothing illegal just calling in stray dogs. Your hands are clean and if the owner does decide to pick up his dogs perhaps, he'll build a fence or something so his dogs don't wander on your property or so he doesn't have to go down to the pound and pick up 10 dogs every week.

2. get some hambuger set it out neer hole.
3. get a .22 and shoot all who comes to dinner.
4. Cover dead dogs with lime and fill in hole.

.
most leash laws will be a city law, not county or state.
If your out of city limits your probably out of luck.
