Minnesota RV license plate tabs

I was wondering if any MN officers can answer a question for me.

I have a step van parked in my driveway. It is registered as an RV in Minnesota. The tabs have expired (I don't drive it often, and not yet this year)(money is tight).

I just had a Community Service Officer knock on my door, and he told me he had mailed me a ticket for expired tabs, a ticket which I just spent the last 2 hours looking for, to no avail. If I had received a letter from the city, I would have opened it.

Anyway, I did a search online, and came across this:

You are mistaken on thinking it was 15 days. June tabs have until July 10th. July tabs would have until Aug. 10th, and so on. If it was a public lot, not a private lot, the charge is valid. Registration violations can't be enforced on private property. Registration violations don't go on your record, so it does not matter whose name it is in, as long as the fine gets paid. My question is (I have searched at the Office of the Revisor, and came up empty), could one of you point me in the direction of the relevant statutes? MN Statute 169.79 makes reference to parking on a public highway, but not a private drive.

If it is true that registration violations cannot be enforced on private property, it would save me a lot of money that I don't have right now.

If it is a valid fine, then I suppose I'll just have to pay it.
