If you are not a first responder, (Fire Fighter, EMT, nurse, Doctor, Police officer, Medic) then you have no legal obligation to render aid. It would be a good idea to call for help though. Though if you do not have PPE (personal protection equipment) then do not endanger your self with the bodily fluids of a stranger who just tried to commit a crime against you!

My friend whom is a LEO advised even when you are off duty you really aren't off duty. He has made arrests in public while off duty.

Also if you do render aid in good faith you should be covered by the good Samaritan law if you don't provide proper aid(in most states). Even as a LEO I would be very careful what aid I would provide with out the right PPE.
They choose there fate, let God decided if they make it long enough for EMS to get there.

Not trying to be rude, but unless it is a Felony a off duty Leo should call it in and be the eyes on the ground. First off if you get in a fight with the person you most likely don't have your Taser, OC, ASP, handcuffs, Radio ect. You don't have your ballistic vest on. He is a vetran 22 years (day shift supervisor). I'm sure if it wasn't necessary he wouldn't have done it. As a side note I asked him about other situations in which he may have observed something and he said he would call it in.

I would have a hard time not laughing and walking away. On the other hand if he touched me I would take that as an invitation for an ass beating.

In our agency when 10-7 if we are driving our cruiser we are required to be armed with an off duty glock (26/27) and either OC or a taser. We can qual with our own pistols after the agency required quals but it must be 9/40cal. We have take-home cruisers, and any rifle other than our patrol rifle must be qual'd with if it's going to be transported in the trunk.

Well of course you have to be armed while in a marked LEO unit. Also you should stop for DAV and wreck. the point was that you have to leave the job at the city limit or the department doors when you are in civilian clothes in your own car and not on duty.

I agree. I call stuff in if I see it going on. The only times I have ever made an arrest off duty is when driving through the town i worked in and pulled over when saw a fellow officer scuffling with a guy during a vehicle stop.
