Shooting high and left

I'm shooting from 25 meters (82 feet/27,3 yards) and I get around 7" groups but they're consistently on the upper left quarter of the target. I get a few 10s and 9s here and there but mostly I'm on the upper left quarter.

I'd like to ask what is meant by "follow through"? Yeah, English is my second language.

Any pointers on how to fix this problem? I wouldn't want to start aiming low and left since there seems to be nothing wrong with the gun.

I use the wheel below as a target when I'm off and I find it helps.

The graphic above is usually true for a lot of shooters. Are you new to handguns?

Yeah, this is my first gun and I haven't gotten to shoot it much yet (only a couple of hundred rounds so far).

I'm using a similiar chart, the sticky on the top of this forum. It likewise implies there's no follow through and I'm not sure what "follow through", or the lack thereof, is/means?
