Maybe it works like window tints for cars. In my state, they're not illegal to have on your car, and they're not illegal for someone to install on your car... it's just illegal to drive your car with them on But people do it anyway.

So yeah, maybe you're allowed to have it, just not carry with it?

yep. they also have to be for a gun you own that is pre-ban. For example, if you own a ruger P94 manufactured before the ban you can have a mag with more than 10 rounds. If you put that mag in a P95 (the same mag fits both) it's illegal since the p95 was manufactured after the state ban.

makes a lot of sense huh?
