One of the many great things about being an American. you can say no.

Being that he's "one of us", I'd probably sell it to him...
But then... You are probably liable in some sick way if he DOES shoot himself.

You have to follow your gut in a situation like that. If he couldn't convince you then you were right to say no.
Your business Your decision. I am sure that he will have a hard time finding someone to make it for him but there is nothing stopping him from buying some leather and making it himself.
