I know a lot of people with college degrees and a lot of them don't make $60k/yr. I'm one of them. However, I'm not a criminal. Why? Because I'm willing to work for what I want and I'm content with what I have. I also had good parents that raised me right and made sure I wasn't going to be a lazy bum or a crook.

Criminals rob because they have no regard for the law and have made a conscious decision to be a criminal. They have no morals because they were probably raised by only one parent or their parents didn't really care about their children enough to teach them morals.

Look, I'm not saying that if you come from a broken home, were raised by only one parent or your parents were jerks you're predestined to be a criminal. I'm just saying that without the good example that a moral, loving, caring family can give you, you've already got a hell of a good start to being a crook.

The problem with poverty is that it will always exist. It is impossible to ensure that everyone has an "average" income. All you can do is provide the opportunities and tools to help people improve themselves. If you're parents are poor and you want to be rich, you'd better be willing to work hard and get good enough grades to win a scholarship or be willing to work hard enough to keep a steady job and get promoted.
