Conference on the Arms Trade Treaty in 2012, will regulate the global trade in conventional arms, including fighter planes, combat helicopters, unmanned aerial vehicles, warships, missiles, battle tanks and armoured personnel carriers."

The big boys want to make everyone sign a treaty about who they can arm. China, Russia, and some others (mostly Middle Eastern and South American) are withholding their support.
