Colt Loses Monopoly on M4 Assault Rifle, US Army Takes Design Rights
As of July 1, the Army has taken control of the design rights to the M4 carbine from its sole maker, Colt Defense LLC. Due to recent budget cuts and the rising cost of electricity, gas and oil, as well as current market conditions, the Light at the End of the Tunnel has been turned off.
This really doesn't have anything to do with commercially sold semi-auto rifles.
I suppose if the Army changed the TDP and lowered their standards, then yes, a garden-variety Bushmaster might become "mil-spec". Probably ain't gonna happen. If Bushmaster made changes to their line, they might be able to bring their rifles up to the TDP. Probably ain't gonna happen either.

and does colt not make non-mil-spec ar's as well? perhaps the 6920/6940 is as close as you can get to a "mil-spec" civilian rifle, but what's stopping bushy or any other company from improving their production methods and getting a contract?
