Thats because 9mm on up are all considered to be military calibers and certain governments like yours, Brazil is another one that pops into mind, only allow citizens (subjects) to own non-military or in their mind (less lethal) calibers for the general public.

As we study some of the gun laws in other countries it makes me wonder quite honestly what they're basing their logic on. I'm having a hard time seeing it.

And our machine guns can't be fully automatic unless you have a class 3 FFL, so they're basically just semi-auto rifles. The whole "assault" part of them is pretty much null and void. Unless you go the gun store here in Vegas where they let you shoot their own full auto guns, which is pretty fun for about 2 minutes until you run out of ammo.
