One question: does it still take effect even if there are no manufacturers offering pistols with the serial number stamp on casing feature? How can they get away with essentially banning new pistols if nobody makes them with the needed feature? Also, how could it be possible to get a number long enough to be a unique serial number on something as small as a typical casing? Insane.

The law reads....may not be imported, sold or held for sale, given away......it says nothing about buying them or owning them.

It might be a good idea to be able to prove you owned them prior to the ban, but it's not part of the law as I read it.

I believe the burden would be on the DA to prove you imported it or intended to sell it. I can't imagine anyone would give a rat's arse unless you were doing something illegal anyway.
