Got it today! (Sat Jan 7th).
Sent: December 12th.
Check Posted: December 19th.
Issued: January 6th.
Arrived: January 7th.
Permit Number: 44xxx
If you take into account that there were two holidays in there, assume it arrived in Madison on the 14th (I sent it late on the 12th), it was issued on the 22nd day after they would have received it.
Realistically, though, given the check posted on Monday December 19th, they probably didn't open the envelope until the 15th or 16th, so if so, it is essentially 21 days.
Anyone still waiting, I'd expect you to receive yours within 21 days of being posted; in my case, I received it 19 days after check posting, and two of those days were holidays.

Have you called them and asked them?
I'd simply ask this:
"My check was cashed on Dec 2nd; I know others who have sent in applications much later than I did, and they already have their CCL. Could you follow up and see if it was perhaps lost, or perhaps lost in the mail?"
Be nice, and my guess is they'll help you figure it out.
You should have it by now. The only reason I can think of that you wouldn't have it yet is the 45-day limit for those submitting in November, but it makes no sense that yours wouldn't have been processed before mine.

Actually it makes a lot of sense. They missed their December deadlines. And given that it was a late November mail-in, it's still in the 45 day limit.
If you call, the lady will be nice. She will also tell you that she has no access to the database. She will jokingly say that, "to be honest, I couldn't even tell you if you had applied" because she has no access to the database. She will also tell you, that once it gets beyond 45 days (using November 30 as the date of receipt - an estimation given with 2 days allowed for mailing), you should wait a couple more days and then send a letter to them asking for information.
The process, as explained to me on the phone, by the very nice lady I spoke with, it comes in, it gets opened, a paperwork check is performed. If everything is filled out correctly, the check gets deposited. The app then moves to another pile awaiting the background check. If it passes, it then gets sent to get the card printed. From there, to the Department of Administration for postage and then mailed out. If you don't pass the BG check, a letter is drafted and is then sent out explaining why you failed.
They have 45 days to get it out of their office. NOT 45 days to get it in your hands. I sent mine in on November 8 (received there on November 10 - estimate), received mine on December 24. My wife's was sent the same day as mine, had the check clear two days before me and got her's 12 days before me.
The word I'll offer is this: patience.

Gonna have to disagree with you here, Tim. It doesn't make any sense. Unless they are not doing them in the order received, DMTWI should have had his by now.
By your own description, DMTWI's paperwork should be fine--his check was deposited.
On to the background check. Perhaps that's where things have gone awry, though you'd think they'd have the answer, yay or nay, by now. And if it wasn't acceptable, he'd have heard back. So it leads me to wonder if it simply was lost in the mail. The mail is pretty reliable, actually, but maybe in this case something happened.
Short of that, the argument would have to be he should have waited another couple weeks to send it in, and by doing so he'd have received it sooner. Doesn't make sense.

It's hard to say what could be going on, maybe the WI DOJ is takeing the 45 days since mine was in fact in before the 21 day deadline? I'm not too worried, if in the next week or two I don't have it, then i'll start wondering wtf is going on.
Besides, I'm still busy looking for a SA 1911 lw champion operator.....I'll have my CCW permit before I find this pistol I'm sure....

Your first paragraph explains the situation. They don't do them in the order they are received. Obviously. Strategically, yes, he should have waited to send it in on December 1 (or November 29 to get it there on the first). Then he's be under the 21 day rather than the 45 day.
Yep, paperwork was fine if the check got deposited. Doesn't mean that background check came back a-okay though.
I too thought that something got lost somewhere in the mix. However, day 45 for someone submitting on November 30 is January 14. 6 days from now.
Again, patience is the key. True me. I waited 44 days to get mine.

I think either he's got background check problems or it's lost.
