I can see were people would feal safer if there was a level of minimum competency to get a concealed weapon permit, but that makes less sense than an inteligence test to vote, and that has been deemed unconstitutional.

These stated with relativly large fees and quick expiration, thats just a self defense tax.

Same here but we didnt have to "qualify", just show "proficiency".
My wait was 10 days, just depends on your county. My renewal involved showing my original training certificate, fingerprint again and paying the fee again. Wait on the renewal was 5 weeks.
