Cheap red dot, holographic
ok, now that I have my AR build finally done, what would be a good sight for USPSA 3-gun without spending my life savings? And by that, I'm thinking under $70.

Good luck. I would plan to at a minimum spending 100 bucks. Do a google search for Tacpoint. From what I've heard over on ARFCOM this is one of the better Aimpoint clones out there. And they meet your price point.

A note on Sportsman's Guide. If you become a Buyers Club member not only do you save extra money (though it takes a while to make up the 30ish bucks you spend on the club membership) you get to have the "4 pay plan" option. Any order over 150 dollars can be paid out over 4 equal monthly payments at no interest.
If I buy factory ammo that's usually where I get it even if it's a little higher priced than other online sources because I can pay it out over time. Infact that's where I picked up my EOTECH sight which is no on the way to me

I know sportsmansguide.com is awsome, the only problem is that they wont ship AR things to me because i live in california, I tryed to buy a hogue grip for my AR and they told me they couldnt send it to my address, but they have great prices, and they have everything you could ever need,
so i gess no one knows about Barske probucts, they had an ACOG looking scope for like $75 made by Barske.

Check out the Tasco Pro Point. It's a nice optic for right around $100. I know it's a little more than you're wanting to spend, but I believe it would be worth it.

another +1 for the tacpoint I have both a TAC point and an aimpoint while the glass is considerably clearer on the aimpoint the TAC point is accurate and holds its zero
While I would not rely on it for daily heavy duty it is well suited for range duty Good luck on your search

I own a couple of Barska products, including a nice spotting scope. I find them a very good value for the money, but I can't speak for their RDS systems. I was looking at their aimpoint clone as well for my next range toy, and they have several models at decent prices.. but their 40mm offering, while a bit large overall, seems as it would be easy on the eyes and quick to acquire a target.

That Barska scope for the AR15 looks nice. That may be my first choice for a cheap starter.
