Question about AR-15 Upper...
I'm selling a complete Stag upper, and someone in California might be interested. What are the restrictions of selling a complete upper to a California resident? Is it just the lower that is restricted because of its high capacity capabilities?

I know in Cali you're not allowed to have any removable box mags larger than 10 rounds.
That has nothing to do with your upper. I'm not 100% sure about the bayonett lug or the flash hider. Also, I'm not sure of the legalities of personal liability due to selling a part like that to someone in Cali. I mean, once they own it, I would think that it's their job to convert it to Cali legal upper (if needed). Have them sign a waiver that states that once they have the upper it's their responsibility to make it Cali legal (if needed) and that the current configuration is legal in the state that you live in. The only things I can think of on the upper that may be illegal in Cali are the flash hider or the bayonet lug. I'm not sure the legalities of those in Cali. Would it be illegal to ship it to someone in Cali or is it the sole responsibility of the Cali resident to remove those before mounting it on the lower?

My advice: play it safe. If it's illegal in Cali (and I don't know if it is), then dollars to donuts it's illegal to ship to Cali, REGARDLESS of whether the buyer agrees to make it Cali-legal post-shipment.
