Barrel metal - which is better

Chrome-moly or chrome lined?

Chrome-moly is more accurate and chrome lined wears better. To determine which is better depends upon the purpose of your rifle.

And also along with this question, what is the big differences between twist rate? The faster the rate, the more the rotation, the higher the accuracy?

I do shoot USPSA, but not 3-gun. I suspect the ranges are not to the point where the difference in accuracy between the 2 barrel types matters. But that is purely a guess on my part and I know we have more knowledgeable folks that can give you a more informed answer. If you're talking up to 300m, I'd go with the chrome lined since it will wear better for you.

Faster twist rates are better at stabilizing heavier bullets. To effectively shoot heavy-for-caliber bullets for long range shooting, a faster twist rate is desirable.
