considering an AR purchase

i am considering an AR. i've got my Ak but i want to step off into the realm of the the black rifle. i would like a chrome lined barrel. i would add my own optics, i would like an M4 i guess because i want the shortest barrel which is what 18" legally, without any extra hoops to jump through? collapsable stock, tactical rail. should i purchase a complete rifle if so where? should i buy an upper and lower and put them together and add the mods? i need some good advice here fellas and i know i can get it here. also i want it chambered for .223

You'll save some cash if you buy the upper and lower seperate
16" is the shortest legal barrel without paying the SBR tax.
Get it chambered for 5.56 so you can shoot both .223 and 5.56.
Get a basic M4 and add your own goodies

I completely agree
Most people say stick with the ABCs of AR-15s (Armalite, Bushmaster, and Colt) but I don't think it matters all that much
Go over and check out AR15.com there is a lot of good info over there but from my own experience the mods and some of the members are kinda mean so be careful what you say and how you post
I had a bushmaster and loved it but had to part ways a couple days ago not all manufacturers are chambered in 5.56 so read carefully.

Get a Colt 6520 Gov't Carbine... it's a good start and you can change uppers to suit your needs.

I have not seen a Colt 6520 in that range

look for little things like good fit and finish, a properly staked gas key, the correct chambering (5.56 can shoot both, .223 can only shoot .223), etc. chrome lined barrels wear better and are easier to clean (or so i'm told), but perhaps are (slightly) less accurate than steel. don't drink the cool-aid...any rifle will work correctly if built correctly.
