What kind of lower is that? It looks like it has Arabic or Farsi writing on it.

You would be correct. It is farsi. It says "Danger stay 100 meters back or you will be shot" in English and Farsi. It is a Spike's Tactical lower. You can also get them with Infidel in English and Farsi.
