I read a writeup that put 00 buck from a 12ga at the top of penetration; 5.56 at the bottom. The guy made several layers of "wall" with 2x4s and 1/2" sheetrock, then fired through them, with representative spacing. Didn't bother with brick walls and whatever, just the regular interior walls. 5.56 didn't go as far as handgun loads, and 12ga went the furthest undisturbed.
The tumble on the 5.56 starts at the first impact, and throws it off from there. Expansion from HP handgun rounds really cuts down progress; FMJs just plow through. The 12ga rounds, for example 00 buck, just plow through and keep going. No tumble, no expansion. Just keep going. It's not really intuitive.
