What is needed to build an AR?
My local shop has receivers in. Are receivers considered the lower?
Anyways, I think they were selling for around 450, cant be sure.
I believe the brand was either Stag or Bushmaster. I dont know.
So once I have the lower, assuming the receivers for sale are in fact lowers, what else would I need to buy to build a solid entry level AR?
Also, since I'm getting the receiver/lower? at the shop thats instant.
I heard ordering everything else has a big wait right now?
how long would i expect to wait once i ordered an upper (the only other thing i know that must be ordered) and any additional parts before they arrived at my home?

The easiest thing to do would be to buy a stripped lower receiver (NOT a stripped upper receiver...) and then get a "complete kit" online. The complete kit will come with a complete upper (some assembly may be required) and the lower parts kit and receiver extension. It will have everything you need to build a basic AR.
Alternatively you could buy a complete upper, lower parts kit and receiver extension/butt stock separately and throw it all together yourself.

$450 for lower  they are or were $200 for a complete lower and $130 for a stripped lower. Okay got that out of the way. Here we go Stripped lower, LPK(lower Parts Kit), Stock Kit, and Upper. O tools. You can buy all of this stuff assembaled or individually. Good luck with your build it's hard to find stuff right now. Follow that link ^ and read you will get more info on how and what you need to do.

Here is what I did. Found a stripped S&W lower locally for a couple o hundred clams...yeah, I know it was expensive.  After that and a ton of research and watching the EE and Glocktalk ads, I decided to forget about the kit with the 4-6 month wait time, and get the parts myself. I picked up a complete 5.56 upper for 600 clams from a guy on the ARFCOM Equipment Exchange linked above. The very next day, I found a 6 posit stock and lower parts kit on the EE from another for 150 shipped. Total ended up at 950 for a complete rifle. If I had waited for the kit, I could have shaved anywhere from 100-150 clams from that price, but would still be waiting well into summer. I figure the extra was worth it since I can go play now.  If you build it like I did, the only special tool I needed was the castle nut wrench on the stock. I picked that up for around 4 clams at CDNN. Other than that, nothing but basic tools to put the lower together.
This is what I ended up with. This was my first AR to build...and it won't be my last I hope.

Start on Midway.com Here is a good link to a schematic on their site that shows all the parts: AR-15 Schematic at MidwayUSA
All the little parts that come in the "Lower" come in a kit or you can buy them separately. A kit is easier. Search Midway for a "lower kit".
Another group you will have to buy is called the BCG (Bolt Carrier Group). That does not include the bolt but the carrier and associated parts.
You'll then have to get the rest of the parts and some come together sometimes like a barrel and matched bolt or a barrel with a suppressor and gas block mounted.
Anyway not to say you want to buy all your parts from Midway as they are sometimes a little more expensive than others, but with the schematic and a little research you can figure out what you need to get.

Find out if you are buying a "complete lower receiver". That would be in about the $400 range. Do not buy a "stripped lower receiver" for $400.
Do not buy a "stripped lower receiver" and "stripped upper receiver" together for $400.
Check out gunbroker.com or the ar15.com equipment exchange. They have stripped lower receivers and complete lower receivers (includes trigger, stock and pistol grip) for less than this.
If you buy a stripped lower receiver you will need to buy a lower parts kit ((includes all pins, grip and trigger assembly), add an adjustable or a fixed stock (personal preference) you're good to go. ))
Find a complete upper receiver from either place and they will both go right together. Buy some magazines and its ready for ammo.
Add other accessories as money allows, lights, optics, slings, etc.
Warning: It is an infectious disease.
