Shooting vehicle wheels: What's the appropriate ammo to use JHP or FMJ?

Does anyone had an experience shooting vehicle wheels with a 9mm or other cals when vehicle is running or idle? Can the JHP penetrate? How about FMJ?

well just want to know if I can stop a bad guy by shooting at his wheels if I am chasing him... like in the movies

Why on God's green Earth do you want to know which bullet design is best to shoot out tires? When will this ever be useful? If you're good enough to hit the tire of a moving car, why not just shoot the guy inside?

And why are we shooting at a moving car to begin with?

yeah... I mean tires.... sorry for the confusion...
what if i don't want to shoot the driver, just the tire to make the vehicle stop if its runnig... and what if I want to shoot the tires if it's idle to make the tires flat so the BG can't chase me...
