What tool do I need to take these out? I have several .40 that have crimped primers and quite a few .223.

I would doubt that you would have any in the 40, you see crimps in mil cases, but there are several ways to remove crimps in mil cases. There are presses, like the DIllon, die type tool from RCBS & hand reamers from Lyman & I think Lee. Check their web sites for exact tools. SOme presses, like the Dillon 1050, actually remove the crimp on sizing.

The NT brass (at least Winchester NT) seem to have really tight primer pockets. When reloading .45 one time, I ran across some and the 650 wouldn't even get the primer in.

Depending what you want to spend and how many cases you have to remove the crimp from, you can spend between $15 & $400.
Here are a few.

Dillon
Lyman

Reloaded at least a thousand win nt 45 acp with small rifle primers never had an issue.
wow that 40 looks crimed i am stunned
all .223 is except Rp headstamp and new brass

MidwayUSA - RCBS Primer Pocket Swager Combo

Probably not as good as the Dillon tool but works pretty well with a single stage press.

Maybe that is specific to the NT brass. First I have ever seen & it does look like a crimp. You can try using your chamfer tool & give it a light twist after depriming.

Hmm...I only have my 550 and I wouldn't be up for taking a die out of my head for this. Maybe I could go this route if I can find an old, used rock chucker somewhere.

Ya, I don't think this one can ever work with a progressive press. I already had a Rock Chucker; so I went this route. Browse BrianEnos' forum and AR15.com and you'll find some other ideas. It's a fairly common discussion for 223 loaders. Swaging and reaming are the two most common methods to get rid of the crimp. The Dillon swager seems to be real popular. Reamers are basically just a type of chamfering tool. One of the cheapest ways here would be to chuck up a counter sink bit in a cordless drill. I know some of the reloading companies make similar products to this, I just can't remember who at the moment.
