It can be used in loaded ammo or just on the bullets. this is a picture of it on loaded ammo. It doesn't measure to the tip because that measurement is very inconsistent. It measures to the Datum ring on the bullet. Here is a small article on another tool. rickjamison.html

and i know the difference isnt that much but it is there and i would prefer a bullet that has an even tip. i dont think that these tip will make that big of a difference but it seems to me that a even bullet will perform better then one that has an uneven tip

If you are going into that much detail in an AR-15 then you want what that rifle cannot provide. As soon as the bullet hits the feed ramp it will no longer be "even"
What is that magnified to anyway? If you are really that concerned then you really don't want to take pics of the Sierra's at that magnification. Maybe you need this gadget?? DavidTubb.com.html

I also said it measures bullets(projectiles) by themselves. There are several other types of comparator you can buy.
Try here Sinclair International - Specializing in products designed for precision rifle ammunition reloading and shooting
