If I order this kit, do you recommend any of the upgrades besides the manual? which powder and primers should I order for .40 S&W?

Buy the cheap tumbler from Harbor Freight along with their 6" digital calipers which are now on sale.... same as the other brands that are priced much much higher. You will NEED a bullet puller. For me primers, powder and bullets are cheaper locally. The basics are this

Reloading manual.
Reloader
Dies
Scale: beam or digital
Calipers
Bullet puller
Loading blocks
Tumbler
Tumbling media (i prefer walnut shells and nufinish car wax)
Media seperator SP?
Brass
Primers
Bullets
Powder

Your link shows a Lee turret press. Good choice to start with. I owned 2 of them until recently and they were good little presses. As far as powder goes I like Titegroup but another member brought up a good point about it being a very fast burning powder so pressures rise abruptly. As far as I know Bullseye does this as well. I've also found 231 to be a bit dirtier.

Back to the Titiegroup .... I really like it and haven't had any issues with it at all. I use it in both my 40 loads and my 45 as well. Recommend you not reload 40 cal 180 grain bullets right off the bat until you feel very competent in the reloading process. The 40 is a high pressure round and if you get a tad too much powder and/or seat the bullet just a tad to deep you could potentially have some issues!

Primers for 40 ... cheapest you can buy in small pistol size. Bullets for plinking ... I like Ranier bullets.

Midway USA has lots of stuff to look at.

what would be a rough estimate of primer, powder, brass, bullet costs for .223. Seeing that .223 easily costs 35-40 cents/round, probably start saving a lot. 9mm for my XD is still real cheap (17.5 cents/round) so doesnt seem to viable to reload that. Probably be about 3 of us that have .223 rifles

You have to swage .223 brass and trim it. Dillon sells a machine to swage it for a little over $100. So what I am saying is 223 if much more time consuming and requires additional equipment to reload comparing it to loading pistol ammo.

can you reload the Wolf brand shells? I know they have some sort of coating over the steel, maybe this would get scratched up over time? or should I just stick with brass?

You can do it, but why would you want to? I simply would not trust it and dont want steel going through my dies. Brass is cheap enough in pistol calibers since it is free at the range and that seems to be a good price.

i bought a lee aniversery kit for $60-70
its a single stage but its a great on to learn on and to find out if reloading is for you
