218 bee loads

Hello everyone I just got started on this site.

I have several questions to ask all of them about the 218 bee round. I have a (model 217 silhouette with a 12 in barrel)revolver. I am loading 13.5 grs. of h4198 in win. brass and topping that off with a speer 46 gr. Flat point bullet. I am leaving the overall length at 1.168 per loading manuals. (Speer and Lee). My brass is trimmed to 1.135. I find that the bullet is only seated about .130 in (+ - .01) into the case.
Should this be seated any further????
I have noticed that if i load the round with an OAL of 1.168 to 1.1688 it will drop into the chamber easily. Much over that and I have to push the round in. I also have a problem with the rounds sliding out of the chamber as it indexes and stopping the rotation of the cylinder. This does not happen with the rounds over 1.170 only with those under.
Why do the longer rounds need to be pushed into the chamber?

Using a caliper after the round has been pushed in to the chamber and taking measurments around the chamber exit and the bullet, variance is .004.
Do you think this is enough to effect the flight of the bullet ?

I have not had any fouling inside the barrel close to the chamber.
