Casing identification

I was walking through my neighborhood today and found a shell casing about the size of a 9mm. The bottom reads: 9-L SB-T 81. It also has a military primer in it. By that, I mean that it is not reloadable. Instead of one hole where the primer sparks hits the powder, there are two small holes. Anyone know what this is? I'm also wondering why it is in the middle of the street of quiet rural neighborhood.

The primer is called a Berdan primer. The round appears to be Mil-surplus 9mm round from Spain. More specifically -
Empresa Nacional Santa Barbara de Industrias Militares, SA Toledo, Spain

My guess is that 81 represents the year it was produced 1981.

Berdan primed cases are reloadible, just harder to do......I do it all the time.
