You reload like any other round. You just have to buy boxer primed cases which are much more expensive than the surplus berdan primed cases you're probably more familiar with.

IMO, the surplus stuff is so cheap I'd never take the time to reload 7.62x54R.
But if you'd like to just buy some boxer primed brass.

I just checked with Graf's. They sell a couple different brands of boxer primed brass.

Or you could buy relatively cheap PPU stuff that is brass cased, shoot it and reload it later.

It's funny, I contacted a "once fired" reloaded ammunition manufacturer and asked why I can never find "once fired" 7.62x54r reloaded ammunition. His response? It's not cost effective enough to do it. By the time you acquire all of the components any benefit of reloading was gone. At less than $.17/round, there's very little benefit there.

Rifle rounds are not fun to reload IMO unless it's for accuracy. For plinking I just buy the cheapest stuff I can find. You'd never catch me loading 7.62x54R, no way no how. I have the stuff to reload 223, but I just buy it now because it's just for plinking. I'd doubt you's notice any difference in reloading for an old Mosin Nagant assuming that's what you want it for.

If you mean Berdan, forget it. The cost of Berdan primers plus the huge PITA ti deprime is NOT worth thecost & effort IMO. If you get some boxer primed, any large rifle primer will work, but to my knowledge, there are no cheap 0.311 bullets.

You don't become a better shooter unless you can shoot more & you don't shoot more unlesss you can do it for less.
