How much? I didn't see a price. It might be cheaper to just get a good ak and put upgraded sights.
Tech-Sights offers 1moa sights for the AK. Nutnfancy reviewed them here:

Is this the same IO that I've been warned to avoid for years now due to inconsistent quality control and such?

Yes it is. Same as Tiger imports. Selling scrubbed Wasrs as STG wanna bes for a while. Now they offer a kit gun and some are still scrubbed Wasrs.....might work for some, but for the price, why take the chance?? I feel about them the same as I do Wiselite in Texas (used to be elite firearms) of the botched PPSh and DP builds. roll the dice if you are a betting man...

IO is a huge no-no in the AK circles...I've seen one which a guy purchased a couple of days before an AK class. When zero'ing, he had scattered keyholing shots at 7 yards. He replaced the rifle with a spare from the class.
They also have a reputation for stocks breaking (apparently very weak). I'd skip that nonsense and look elsewhere. $699 puts you really close to a SGL-21.

Not sure what to call it, Hellhound Tactical or Ninja Clicky. I just don't know. However, looking at the super grainy photo on the website tell me that:
1. Accuracy may be worse than standard AKs due to the shorter sight radius
2. The quad rails looks like the UTG variety (my understanding is it's not clamped on the barrel like an MI rail and top cover attaches to a non-secure lower and may put pressure on the gas tube)
3. Looks like cobbled parts with a RPK style stock and a phantom flash hider. I can only guess what's inside.
4. There aren't many reviews out there so I take it very few even has taken a serious look. It would be a good thing even if IO pays someone to do a HONEST video or review and get people at least educated about their product.
The good news is that IO offers Lifetime Warranty. That's a good thing so risk is reduced of the possibility you'll get stuck with a bad gun (could be hard to unload for resale or trade though). They aim to have the best customer service in the industry.
Bottom line, having no community (forum) reviews out (even as glorified as the internet), it's hard to gauge how well it will perform without taking a lot of risk, spending $600 for a rifle.
Makes buying a WASR seem like a better deal.

a WASR isn't a bad deal.

Oh I forgot, yes, you are right - a WASR is a great deal (reliable, a little rough on the edges). I was merely implying that WASRs at some point were considered bargain basement AKs, then there are those in the middle. The Hello Clicky is priced in the middle tier but from what little I can see, the rifle does not justify the price considering there are cheaper better options (like the WASR).
